Socialism, Autocracy and Technology

Socialism is a political and economic theory of social organization that advocates that the means of production, distribution, and exchange should be owned or regulated by the community as a whole. It is a stage of society in Marxist theory transitional between capitalism and communism and distinguished by unequal distribution of goods and pay according to work done.

It sounds like a really good deal, a nice design of human society. But why haven't we seen any major country that has turned into a classical socialism society? To answer this question, we firstly ask another question, who is in charge of "production, distribution, and exchange" in a socialism society?
